Jakarta (B2B) - Presiden RI Joko Widodo dijadwalkan akan melantik Basuki Tjahaja Purnama sebagai Gubernur DKI Jakarta yang menggantikan Joko Widodo yang kini menjadi presiden. Meski sejumlah anggota dewan dari Koalisi Merah Putih (KMP) enggan melantik Ahok, juga tidak akan menghalangi pelantikannya sebagai gubernur.

Direktur Jenderal Otonomi Daerah Kementerian Dalam Negeri, Djohermansyah Djohan mengatakan, berdasarkan dengan Perppu semua gubernur akan dilantik oleh Presiden di ibu kota. Namun, aturan tersebut tetap disesuaikan dengan jadwal Presiden. Jika Presiden berhalangan, maka bisa digantikan oleh wakilnya atau Menteri Dalam Negeri (Mendagri).

"Pelantikannya kalau di Perppu dilakukan oleh Presiden lokasinya di ibu kota negara. tapi tergantung juga availability of the president," kata Djohermansyah, belum lama ini.

Saat ini pihaknya masih menunggu surat usulan dari DPRD untuk pelantikan Basuki. Namun, dirinya sanksi jika pelantikan bisa digelar pada 18 November mendatang. Karena masih harus melalui proses administrasi terlebih dahulu, yakni penerbitan Keputusan Presiden.

"Kami menunggu surat pimpinan mengusulkan Pak Ahok sebagai gubernur sisa kepemimpinan 2012-2017 melalui Menteri Dalam Negeri. Kalau sudah datang segera kita proses mengirimkan ke Presiden," ucapnya.

Nantinya dalam Kepres yang dikeluarkan tertulis penetapan wakil gubernur diangkat menjadi gubernur dan diberhentikan dari posisi Wakil Gubernur.

Djohermansyah mengatakan Rapat Paripurna istimewa yang diadakan oleh DPRD kali ini tetap sah meski tidak kuorum. Sebab, dalam Rapat Paripurna tidak mengambil keputusan.

"Sudah diumumkan pimpinan DPRD walaupun tidak dihadiri sebagian anggota Koalisi Merah Putih. Tetap sah karena paripurna bukan pengambilan keputusan," tandasnya.

“Based on the law, if the inauguration was held in the capital city, the inauguration is conducted by the president. But, it also depends on the president’s availability,” he explained, recently.

According to Djohan, his party is still waiting for the recommendation letter from DPRD on Ahok’s inauguration. But, he is doubt if the inauguration would be held on upcoming November 18 since there is administration process to be passed first, which is the issuance of President Decree.

“We’re waiting for the letter from DPRD chairman to propose Mr. Ahok as Jakarta Governor for the rest of 2012-2017 leadership period. If the letter has arrived, we directly process and send it to the president,” he uttered.

Even though the special plenary meeting held by DPRD was not quorum, Djohan stressed that it is still legitimate. This is because plenary meeting does not taking any decision.

“It has been announced by DPRD chairman that although the plenary meeting was not attended by some of KMP members, the meeting is still legitimate because plenary meeting is not a decision calling,” he stated.

For information, the President Decree issued will mention the determination of vice governor becomes governor and that he is dismissed from his position as vice governor.
