Jakarta (B2B) - PT Transportasi Jakarta (Transjakarta) berencana mengoperasikan bus tingkat gratis, khususnya di jalur electronic road pricing (ERP). Sehingga pengguna kendaraan pribadi memiliki pilihan transportasi yang aman, nyaman, dan murah.

"Kami diminta untuk mengoperasikan bus gratis di jalur ERP. Kemungkinan besar bus tingkat. Akan ada rute-rute pendek yang akan dilewati. Pengadaannya dipercepat supaya bisa dioperasikan sebelum penerapan ERP," kata Direktur Utama PT Transjakarta, Antonius Kosasih di Balaikota, belum lama ini.

Kosasih menjelaskan, rute yang disiapkan yakni Kuningan-Jl Casablanca-Jl Gatot Subroto kembali ke Kuningan. Rute lainnya yakni Jl Sudirman-Jl Gatot Subroto-TVRI-Senayan City kembali ke Jl Sudirman lagi.

Menurut Kosasih, terkait armada bus yang akan dibeli, pihaknya masih menunggu anggaran dari Pemprov DKI Jakarta dan disetujui oleh DPRD DKI Jakarta. Pembelian bus akan dilakukan melalui Lembaga Kebijakan Pengadaan barang dan jasa Pemerintah (LKPP).

"Bus yang akan dibeli adalah bus yang sudah terdaftar di LKPP. Tentunya di LKPP kan harga satuan," ucapnya.

Ditegaskan Kosasih, keberadaan bus tingkat ini bukanlah menjadi saingan angkutan umum lainnya, seperti Transjakarta serta Kopaja dan Metromini. Sebab rute yang disiapkan hanya rute pendek. Selain itu, kecepatan bus tidak seperti angkutan umum lainnya.

"Ini bukan saingan. Apalagi baik Transjakarta dan ini sama-sama mendapat subsidi dari pemerintah. Tujuannya pelayanan pada masyarakat. Nanti mungkin rutenya dari mal ke mal," ujar Kosasih.

Menurut Kosasih, prinsip transportasi umum ada tiga, yakni bagus, cepat, dan murah. Namun dalam pelaksanaannya setiap angkutan umum hanya bisa memberikan dua poin saja. "Jadi kalau bagus dan cepat, tidak bisa murah. Kalau bagus dan murah, pasti enggak bisa cepat. Kalau cepat dan murah, pasti enggak bagus," paparnya.

“We are asked to operate free buses on ERP lanes, most likely double-decker buses. There will be short routes passed. The procurement of those buses is accelerated so they could be operated before ERP implementation,” stated PT Transjakarta President Director, Antonius Kosasih, at City Hall, recently.

There are two routes prepared, namely Kuningan – Jalan Casablanca – Jalan Gatot Subroto – Kuningan, and Jalan Sudirman – Jalan Gatot Subroto – TVRI – Senayan City – Jalan Sudirman.

According to Kosasih, his party is currently waiting for budget approval from Jakarta Parliament (DPRD) on bus procurement. The purchase itself will be conducted through Government Procurement Regulatory Body (LKPP).

“The point is that the buses to be purchased are already registered in LKPP. In LKPP, the price is per unit,” he told.

Kosasih asserted that the presence of double-decker buses is not a rival to other public transports like Kopaja and Metromini. This is because the routes prepared are only short ones. Besides, the speed of double-decker bus is not as fast as other public transports.

“This is not a rival, especially to TransJakarta bus. Moreover, both buses are subsidized by the government and the purpose is to serve the residents. The routes (of the double-decker buses) are probably from mall to mall,” he uttered.

According to Kosasih, there are three public transportation principles, namely good, fast, and cheap. But in reality, every public transport can only provide two of them.

“So, if it’s good and fast, it doesn’t cheap. If it’s good and cheap, it doesn’t fast. If it’s fast and cheap, it certainly doesn’t good,” he said.
