Jakarta (B2B) - Presiden Direktur Maroef Sjamsoeddin mengatakan Ketua DPR Setya Novanto tidak memiliki otoritas untuk memperpanjang kontrak PT Freeport Indonesia.
"Jadi, tindakan tersebut tidak etis dan tidak pantas melakukan hal itu," kata Maroef ketika hadir sebagai saksi di Mahkamah Kehormatan Dewan (MKD) DPR pada Kamis (3/12).
Maroef menambahkan, setelah pertemuan keduanya dengan Ketua DPR, dia secara insting menilai ada hal yang tidak pantas dilakukan oleh Ketua DPR terkait dengan keterlibatannya pada perpanjangan kontrak PT Freeport Indonesia.
Dia mengaku berinisiatif untuk menggunakan aplikasi perekam di ponselnya untuk merekam percakapan dengan Ketua DPR dan pengusaha M Reza Chalid pada pertemuan ketiga di Hotel Ritz Carlton.
"Setelah pertemuan kedua, saya pikir harus merekamnya. Tidak ada yang memerintahkan saya. Saya melakukannya sebagai inisiatif sendiri untuk menjaga integritas saya," kata Maroef.
Maroef mengungkapkan bahwa pada pertemuan kedua, dia terkejut mendapati Setya Novanto ditemani Reza Chalid yang belum pernah dikenalnya.
Selama pertemuan kedua tersebut, dia mengatakan soal smelter dan perpanjangan kontrak telah dibicarakan dengan pemerintah.
"Setelah pertemuan kedua, saya mulai menganalisis hal itu. Saya heran kenapa awalnya diskusi biasa kemudian berkembang menjadi membahas bisnis dan perpanjangan kontrak. Kenapa hal itu dilakukan oleh Ketua DPR, dan kenapa dia tidak melibatkan anggota DPR dari Komisi VII tapi malah mengajak pengusaha Reza Chalid," kata Maroef.
Maroef juga mengaku bahwa setelah pertemuan kedua, dia mendapat pesan singkat dari Reza Chalid yang mengundangnya untuk bertemu lagi dan setelah dia mengkonfirmasi hal itu kepada staf Setya Novanto, dia konfirmasi tentang undangan bertemu untuk ketiga kalinya.
Akhirnya, pertemuan ketiga berlangsung pada 8 Juli 2015. Staf dari Ketua DPR yang menetapkan lokasi dan waktu pertemuan," katanya lagi.
Maroef mengatakan bahwa rekaman pembicaraan kemudian dia serahkan kepada Menteri Energi Sumber Daya Mieral (ESDM) dan rekaman tersebut sama persis seperti yang diperdengarkan pada sidang MKD pada Rabu.
MKD telah mendengar kesaksian Menteri ESDM Sudirman Said kemarin terkait pengaduannya ke MKD tentang Setya Novanto diduga mencatut nama Presiden RI Joko Widodo dan Wakil Presiden RI Jusuf Kalla untuk mendapatkan saham PT Freeport Indonesia untuk kepentingan pribadi.
Perusahaan emas dan tembaga PT Freeport Indonesia berupaya memperpanjang kontrak sebelum berakhir pada 2021.

"So, it was unethical and inappropriate for him to do it," he said while testifying at the House of Representatives Ethics Council (MKD) session.
Mr Sjamsoeddin explained that after the second meeting, his instinct told him that something unethical had been done by the house speaker with regard to his involvement in the contract extension of PT Freeport Indonesia.
He admitted to have taken the initiative to use his cellphone to record the conversation with Novanto and businessman M Reza Chalid during the third meeting.
"Based on the second meeting, I thought (I had to record it). No one ordered me to do it. I did it on my own (because) my integrity was at stake," he stated.
Mr Sjamsoeddin revealed that in the second meeting, he was surprised to find that Novanto was accompanied by Chalid whom he had not known before.
During the second meeting, he said that the smelter and contract extension had already been discussed.
"After the second meeting, I conducted a private analysis. I asked myself why the discussion veered from business to contract extension. Why it was done by the house speaker, and why he did not involve the members of the House Commission VII but only businessman Chalid," he pointed out.
Maroef admitted that after the second meeting, he received a text message from Chalid inviting him for another meeting and after crosschecking it with the staff member of Novanto, he confirmed that the invitation for the three to meet again was true.
"Finally, the meeting took place on July 8, 2015. The staff of the house speaker determined the location and time of the meeting," he noted.
Maroef said the recording he had submitted to Energy Minister Sudirman Said was exactly the same as the one heard at the MKD session on Wednesday.
The MKD heard Minister Saids explanation on Wednesday in connection with his complaint that Novanto had allegedly used the names of President Joko Widodo and Vice President Jusuf Kalla to get a stake in PT Freeport for his personal gains.
The gold and copper mining company PT Freeport Indonesia is expected to extend its contract for two years before it expires in 2021.
