Jakarta (B2B) - Setiap tahun terdapat peningkatan kejadian Avian Influenza (AI) umumnya saat musim hujan pada Januari hingga April, dan tahun ini kejadian AI akan lebih tinggi dibanding 2015 sebagai dampak perubahan cuaca ekstrim akibat fenomena global El-Nino, seperti dilaporkan oleh SMS Gateway dan Sistem Informasi Kesehatan Hewan Nasional yang ter-Integrasi (i-SIKHNAS).
"Selama 2016 mulai terjadi peningkatan kejadian AI pada Februari di tujuh provinsi dengan 37 kejadian, melonjak pada Maret menjadi 47 kejadian di 11 provinsi, dan April 2016 bertambah menjadi 49 kejadian di 11 provinsi, yang diprediksi sejak Mei 2016 akan kembali menurun akibat menurunnya perubahan cuaca ekstrim dan memasuki musim kemarau," kata Direktur Kesehatan Hewan Kementerian Pertanian I Ketut Diarmita kepada pers di Jakarta pada Senin (16/5).
Kementerian Pertanian RI mengantisipasi peningkatan kejadian AI dan kewaspadaan pengendaliannya dengan menerbitkan Surat Edaran Direktur Jenderal Peternakan dan Kesehatan Hewan No. 12141 Tanggal 12 Februari 2016 tentang kewaspadaan dan peningkatan pengendalian penyakit AI.
"Surat edaran tersebut secara ringkas menguraikan delapan tindakan pengendalian hadapi flu burung yakni pertama, melaporkan cepat dari masyarakat atau peternak tentang adanya unggas sakit atau mati, respons cepat tindakan pengendalian flu burung oleh petugas kesehatan hewan, diikuti penerapan biosekuriti efektif model tiga zona," kata Ketut Diarmita.
Tindakan keempat adalah pelaksanaan vaksinasi pola tiga tepat, kelima adalah sanitasi rantai pasar unggas, keenam melakukan surveilans dinamika virus flu burung, perilaku hidup bersih sehat, dan pengadaan day old chick direkomendasikan berasal dari kompartemen bebas flu burung.
Menurutnya, berdasarkan analisis hasil pemeriksaan laboratorium disimpulkan bahwa virus AI yang bersirkulasi saat ini sebagian besar lebih didominasi oleh Subtipe H5N1 Clade 2.3.2.1. yang mengakibatkan kematian semua jenis unggas: ayam ras, ayam kampung, puyuh, itik, entog dan unggas air lainnya.
Ketut Diarmita mengingatkan meningkatnya kasus penyakit AI dan zoonosis lainnya saat ini telah membuktikan bahwa sangat pentingnya peran, tugas fungsi pelayanan kesehatan hewan dari para petugas kesehatan hewan di semua tingkatan baik di lapangan, kabupaten/kota, provinsi hingga pusat.
"Dampak meningkatnya penyakit zoonosis mengakibatkan kerugian ekonomis masyarakat dan peternak serta keresahan masyarakat terhadap ancaman tertularnya pada manusia, karena itu sudah seharusnya pelayanan kesehatan hewan menjadi urusan wajib pemerintah dan pemerintah daerah, dan dalam struktur organisasi unit kerja harus terdapat bagan struktural di semua tingkatan," kata Ketut.
