Jakarta (B2B) - Kontak Tani dan Nelayan Andalan (KTNA) meminta Perum Badan Urusan Logistik (Bulog) untuk meningkatkan penyerapan gabah petani, karena realisasi serap gabah petani (Sergap) pada 1 hingga 16 Mei 2017 melorot 50% atau 145.630 ton setara beras, sementara hasil Sergap pada Maret mencapai 425.555 ton dan April tercatat 424.065 ton setara beras.

Ketua Umum KTNA Winarno Tohir mengatakan hasil Sergap Bulog dari hasil panen Mei 2017 sangat mengecewakan dan merugikan petani merujuk dari realisasi Sergap pada 1 hingga 16 Mei 2017 hanya 145.630 ton.

"Coba bandingkan realisasi Sergap April 2017 mencapai 424.065 ton setara beras dengan April 2016 ternyata Bulog mampu menyerap gabah lebih banyak hingga 649.780 ton, sementara hingga 16 Mei 2016 mencapai 283.904 ton," kata Winarno Tohir di Jakarta pada Jumat (19/5).

Menurutnya, kinerja Bulog tidak sesuai arahan Presiden RI Joko Widodo untuk mendukung kedaulatan pangan Indonesia, dengan menyerap gabah petani minimal empat juta ton setara beras dalam enam bulan, dari Maret hingga Agustus 2017.

Tengkulak dan Impor
Winarno mengharapkan Bulog bersikap serius dan bergerak cepat menyerap gabah petani, apalagi harga di tingkat petani saat ini jauh di bawah harga pembelian pemerintah (HPP) Rp3.700 per kg, karena Bulog merupakan satu-satunya instansi pemerintah yang berperan penting menjaga stok dan stabilisasi harga pangan nasional.

"Bulog harus serius, meskipun gudang-gudang Bulog sudah terisi penuh atau tidak tertampung, itu bukan alasan. Bulog harus tetap menyerap gabah petani atau kalau perlu menyewa gudang-gudang milik BUMN dan swasta," kata Winarno.

Dia menilai kinerja Bulog ke depan akan berdampak negatif pada terbukanya peluang para tengkulak, untuk memborong gabah petani dengan harga murah. Di sisi lain, akan berdampak pada ketahanan pangan nasional karena stok beras nasional di bawah target sehingga berpotensi membuka peluang impor.

"Itulah peran penting Bulog sebagai penyangga stok pangan dan stabilisasi harga agar petani tetap untung dan mencegah peluang impor," kata Winarno Tohir seperti dilansir Humas Kementan.

The KTNA Chairman Winarno Tohir said performance of the Bulog from rice harvest in May 2017 is very disappointing, and farmers are losing money by referring to realization until mid-May 2017 only 145,630 tons.

"Compare that with realization of April 2017 reached 424,065 tons of rice equivalent to April 2016, Bulog has bought to 649,780 tons, while until May 16, 2016 it reached 283,904 tons," Mr Tohir said here on Friday (May 19).

According to him, Bulog's performance did not comply with President Joko Widodo's instruction to support Indonesian food sovereignty, by purchasing four million tons rice equivalent rice in six months, March to August 2017.

Middleman and Import
Mr Tohir expects the Bulog to be serious and fast-moving, as farm-gate prices  are now below the government purchase price (HPP) of 3,700 rupiah per kg, while Bulog is a government agency that plays an important role in maintaining the stock and stabilizing the national food prices.

"Bulog must be serious, even though Bulog's warehouses are full, that's no excuse. Bulog must still buy grain farmers, if necessary to rent the warehouses of state-owned companies and private companies," he said.

He considered the performance of Bulog in the future will have a negative impact, because it opens opportunities for middlemen, to buy grain farmers at low prices. On the other hand, it will have an impact on national food security because the national rice stock is under target so it has potential to open up import opportunities.

"That is Bulog's important role as a buffer of food stocks and price stabilization to keep farmers profitable and prevent import opportunities," Mr Tohir said.
