Jakarta (B2B) - Pemerintah tengah mengkaji sejumlah proyek kereta api yang akan dibiayai melalui penerbitan obligasi negara syariah (Sukuk).
Wakil Menteri Perhubungan Bambang Susantono mengatakan sukuk pembiayaan proyek (sukuk project financing) untuk pembangunan rel ganda kereta api dari Cirebon ke Kroya akan segera diterbitkan pada tahun ini.
"Sesegera mungkin. Tapi kalau tidak ada dana Sukuk, ya pakai APBN," ujarnya di Kemenko Perekonomian, Rabu (09/01).
Namun, Bambang belum dapat memastikan kapan proyek tersebut akan di-ground breaking.
Double track kereta api dari Cirebon ke Kroya merupakan proyek perdana yang akan didanai lewat penerbitan sukuk project financing.
Proyek tersebut diproyeksi membutuhkan dana sebesar Rp1,5 triliun. Adapun penerbitan sukuknya akan dilakukan dalam 2 tahap, yakni Rp800 miliar pada 2013 dan sisanya pada 2014.
Apabila penerbitan sukuk untuk membiayai proyek infastruktur ini berhasil, imbuhnya, pemerintah berencana melakukan hal serupa untuk proyek konektivitas lainnya.
"Iya lihat nanti. Saya kira ada beberapa yang punya potensi. Seperti kereta api yang dari Madiun sampai Surabaya," tuturnya.
Menurut Bambang, proyek kereta api dipilih sebagai proyek yang akan didanai lewat sukuk karena memiliki IRR (interest rate of return), proyeksi muatan, dan penumpang yang jelas.

However, Bambang has not yet sure on the ground breaking date.
Double track railway from Cirebon to Kroya is a pilot project that will be funded through the issuance of sukuk.
The project will require a lot of funds amounting to Rp1.5 trillion. The publishing sukuk can be done in two stages, namely Rp800 billion in 2013 and the remaining will be in 2014.
If the sukuk is successful to finance infrastructure project, he added, the government plans to do the same thing for other projects. " I think there are some projects that are prospective. Such train from Madiun – Surabaya railway," he said.
According to Bambang, the railway project is selected as the pilot project which using sukuk financing scheme, because it has an interest rate of return (IRR), the projected cargo, and passengers.
