Jakarta (B2B) - Wakil Gubernur DKI Jakarta, Djarot Saiful Hidajat menilai, perlu terobosan untuk segera menyelesaikan persoalan banjir di ibu kota. Salah satunya, dengan membangun terowongan multi fungsi atau deep tunnel yang pembangunannya sudah diwacanakan sejak tahun 2007 lalu.
"Kita kan tidak bisa berpikir terus secara konvensional. Harus ada lompatan, persoalan seperti ini harus ada terobosan," ujar Djarot, di Balaikota DKI Jakarta, Jumat (13/2).
Dikatakan Djarot, keberadaan deep tunnel sudah digunakan sejumlah negara dan salah satu fungsinya untuk mengurangi banjir. Selain itu, terowongan multi fungsi ini juga dapat digunakan sebagai jalan raya.
"Terobosannya pakai deep tunnel, terowongan besar bawah tanah yang multifungsi. Bukan hanya untuk bantu alirkan debit air pada musim penghujan tapi bisa digunakan untuk macam-macam. Untuk transportasi, pengolahan limbah dan penyediaan air bawah tanah," katanya.
Mantan Walikota Blitar ini mengakui, wacana pembangunan deep tunnel di ibu kota sudah ada sejak tahun 2007. Namun hingga kini belum ada pihak yang berani untuk mengeksekusi pembangunannya. Untuk itu, Djarot menilai, sebaiknya pembangunan deep tunnel diserahkan kepada swasta sehingga tidak akan menggunakan APBD maupun APBN.
"Saya tekankan, ini investasi, kita bisa gandeng pihak swasta. Sudah ada beberapa yang tertarik," katanya.
Adapun kajian pembangunan deep tunnel ini sudah dilakukan. Saat ini hanya tinggal melengkapi kajian technnical plan dan business plan. Ditargetkan April mendatang kedua kajian tersebut bisa dirampungkan sehingga pembangunannya fisiknya bisa segera dilakukan.
"Deep tunnel sangat mungkin dibangun. Dia akan bantu banjir, membantu Kanal Banjir Barat dan Kanal Banjir Timur. Terlebih, KBT belum kita fungsikan secara maksimal karena sodetan Ciliwung ke KBT itu masih 20 atau 30 persen," tandasnya, seperti dilansir beritajakarta.com.

According to him, the existence of a deep tunnel has been used several countries and one of its functions aims to reduce flooding. Additionally, it can also be used as a highway.
Our breakthrough is deep tunnel, which is a big underground multifunctional tunnel. Besides draining the water in the rainy season, it can also be used for all sorts, such as transport, waste management and underground water supply," he explained.
Former Mayor of Blitar acknowledged that such discourse has existed since 2007. But until now, no one dared to execute the construction. He assessed, the construction should be handed over to private parties without using the City Budget (APBD) and the State Budget (APBN).
"I emphasize, this is an investment, and we can attract private parties. There are some who are interested already," he told.
Thus far, the study of the deep tunnel construction has been carried out. It is only completing the technical study plan and business plan. It is targeted to finish in the upcoming April in a bid to speed up its physical construction.
"Deep tunnel is very likely built. This tunnel will help the flood, West Canal Flood (KBB) and East Flood Canal (KBT). Moreover, the east canal has not functioned optimally because of the Ciliwung's waterway to canal is still 20 or 30 percent," he finished.
