Penajem Paser Utara, Kaltim [B2B] - Presiden RI Joko Widodo (Jokowi) didampingi Wakil Presiden (Wapres) Ma’ruf Amin menegaskan bahwa sebagai wakil pemerintah pusat di daerah, gubernur harus memastikan agar program dan kebijakan pemerintah daerah dapat sejalan dengan arah kebijakan pemerintah pusat.
“Sehingga bisa mengawal, memonitor bupati/wali kota agar daerah bisa sejalan dan in-line dengan pemerintah pusat, utamanya yang berkaitan dengan prioritas-prioritas untuk pembangunan yang strategis,” tegas Jokowi.
Jokowi pun menyebutkan terdapat sejumlah pembangunan proyek strategis pemerintah yang belum bisa dimanfaatkan secara optimal karena tidak ada komitmen dukungan dari pemerintah daerah.
"Saya berikan contoh ada waduk, kalau memang biayanya besar pasti dibangun oleh pemerintah pusat. Irigasi yang primer mungkin juga masih pemerintah pusat. Tetapi untuk sekunder dan tersier untuk bisa masuk ke sawah mestinya itu dikerjakan oleh pemerintah provinsi dan pemerintah kabupaten," jelas Jokowi.
Selanjutnya, Jokowi juga menyoroti akses jalan menuju salah satu pelabuhan yang pembangunannya tidak diselesaikan oleh pemerintah daerah. Ia pun mengimbau kepada para gubernur untuk meminta bantuan kepada pemerintah pusat apabila tidak memiliki anggaran yang cukup untuk menyelesaikan proyek tersebut.
"Sebetulnya enggak apa-apa kalau memang tidak memiliki kemampuan ya tulis saja ke pemerintah pusat, bisa diserahkan ke Kementerian PU,” ungkap Jokowi.
Ia juga meminta kepada para gubernur agar dapat mengidentifikasi kekurangan dan kelebihan setiap kabupaten/kota.
Menurutnya, gubernur harus mengawal program-program pemerintah kabupaten dan kota agar sesuai dengan peruntukannya sehingga manfaatnya dapat dirasakan secara langsung oleh masyarakat.
"Saya melihat misalnya ada kabupaten yang anggarannya sangat besar sekali, tetapi arah programnya tidak jelas, banyak yang dipakai untuk hibah-hibah. Ini tentu saja arahnya ke politik. Padahal kalau itu bisa diarahkan akan bisa menjadi rumah sakit sepuluh saja bisa, atau universitas bisa. Hal-hal yang berkaitan dengan pendidikan dan kesehatan," ujar Jokowi.
Untuk itu, Jokowi memerintahkan kepada para gubernur untuk terus mengawal program pemerintah daerah kabupaten dan kota agar dapat sejalan dengan arah kebijakan pemerintah pusat. Ia juga mendorong peningkatan kerja sama antardaerah sehingga pemerintah daerah dapat menyelesaikan sebuah persoalan secara bersama-sama.

Jokowi also mentioned that there are a number of strategic government projects that have not been optimally utilized because there is no commitment of support from the regional government.
"I give an example of a reservoir, if the cost is large, it must be built by the central government. Primary irrigation may also still be the central government. But for secondary and tertiary to be able to enter the rice fields, it should be done by the provincial government and district government," explained Jokowi.
Furthermore, Jokowi also highlighted the access road to one of the ports whose construction was not completed by the regional government. He also appealed to the governors to ask for assistance from the central government if they do not have sufficient budget to complete the project.
"Actually, it's okay if you don't have the ability, just write to the central government, it can be submitted to the Ministry of Public Works," said Jokowi.
He also asked the governors to be able to identify the shortcomings and advantages of each district/city.
According to him, governors must oversee the programs of the district and city governments so that they are in accordance with their designation so that the benefits can be felt directly by the community.
"For example, I see that there are districts with very large budgets, but the direction of the program is unclear, many are used for grants. This is of course directed towards politics. In fact, if it could be directed, it could be ten hospitals, or universities. Things related to education and health," said Jokowi.
To that end, Jokowi ordered the governors to continue to oversee the programs of the district and city governments so that they can be in line with the direction of central government policy. He also encouraged increased cooperation between regions so that local governments can solve a problem together.
