Jakarta [B2B] - Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi (Mendikbudristek), Nadiem Anwar Makarim, menyampaikan keputusan pembatalan kenaikan UKT, menindaklanjuti masukan masyarakat terkait implementasi uang kuliah tunggal (UKT) tahun ajaran 2024/2025 dan sejumlah koordinasi dengan perguruan tinggi negeri (PTN).
“Terima kasih atas masukan yang konstruktif dari berbagai pihak. Saya mendengar sekali aspirasi mahasiswa, keluarga, dan masyarakat. Baru saja saya bertemu dengan Bapak Presiden dan beliau menyetujui pembatalan kenaikan UKT. Dalam waktu dekat Kemendikbudristek akan mereevaluasi ajuan UKT dari seluruh PTN,” kata Mendikbudristek selepas bertemu Presiden Republik Indonesia Joko Widodo di Istana Merdeka, Jakarta pada Senin (27/5).
Nadiem mengatakan bahwa telah bertemu Bapak Presiden untuk membahas berbagai hal di bidang pendidikan, salah satunya adalah perihal UKT, dengan mengajukan beberapa pendekatan untuk bisa mengatasi kesulitan yang dihadapi mahasiswa.
Sebagai latar belakang, Permendikbudristek Nomor 2 Tahun 2024 tentang Standar Satuan Biaya Operasional Pendidikan Tinggi (SSBOPT) diterbitkan sebagai dasar peningkatan Anggaran Pendapatan dan Belanja Negara (APBN) bagi PTN dan PTN-BH. Penyesuaian SSBOPT juga mempertimbangkan fakta meningkatnya kebutuhan teknologi untuk pembelajaran, mengingat perubahan pada dunia kerja yang juga semakin maju teknologinya, sementara SSBOPT tidak pernah dimutakhirkan sejak tahun 2019. Kemendikbudristek dalam hal ini mendorong perguruan tinggi agar dapat memberikan pembelajaran yang relevan kepada mahasiswa.
Permendikbudristek Nomor 2 Tahun 2024 juga menekankan dua hal utama yang menjadi pertimbangan dalam penentuan UKT, yakni asas berkeadilan dan asas inklusivitas.
Sebelumnya, sejumlah miskonsepsi terjadi di tengah masyarakat. Sebenarnya, Permendikbudristek tersebut hanya berlaku bagi mahasiswa baru; Ada kemungkinan PTN keliru ketika penempatan mahasiswa dalam kelompok UKT yang tidak sesuai kemampuan ekonominya karena data yang diberikan mahasiswa tidak akurat; Ada segelintir PTN yang sebelumnya memiliki UKT rendah atau belum disesuaikan selama lebih dari lima tahun, sehingga kenaikan UKT dirasa tidak wajar; Serta ada kesalahpahaman bahwa kelompok UKT tertinggi berlaku untuk kebanyakan mahasiswa. Padahal secara keseluruhan, hanya 3,7% mahasiswa baru yang ditempatkan pada kelompok UKT tertinggi.

I just met with the President and he agreed to cancel the UKT increase. "In the near future the Ministry of Education and Culture will reevaluate UKT applications from all PTNs," said the Minister of Education and Culture after meeting the President of the Republic of Indonesia Joko Widodo at the Merdeka Palace, Jakarta on Monday (27/5).
Nadiem said that he had met the President to discuss various matters in the education sector, one of which was UKT, by proposing several approaches to overcome the difficulties faced by students.
As background, Permendikbudristek Number 2 of 2024 concerning Higher Education Operational Cost Unit Standards (SSBOPT) was issued as the basis for increasing the State Revenue and Expenditure Budget (APBN) for PTN and PTN-BH. The SSBOPT adjustments also take into account the fact that the need for technology for learning is increasing, considering changes in the world of work which is also increasingly technologically advanced, while the SSBOPT has not been updated since 2019. The Ministry of Education and Culture, in this case, encourages universities to provide relevant learning to students.
Permendikbudristek Number 2 of 2024 also emphasizes two main things that are taken into consideration in determining UKT, namely the principle of fairness and the principle of inclusivity.
Previously, a number of misconceptions occurred in society. In fact, the Minister of Education and Culture Regulation only applies to new students; There is a possibility that PTN made a mistake when placing students in UKT groups that did not match their economic capabilities because the data provided by students was inaccurate; There are a handful of PTNs that previously had low UKT or had not been adjusted for more than five years, so the UKT increase was deemed unreasonable; And there is a misconception that the highest UKT group applies to most students. In fact, overall, only 3.7% of new students were placed in the highest UKT group.
