Jakarta [B2B] - Pemerintah Provinsi [Pemprov] DKI Jakarta khususnya Dinas Lingkungan Hidup meningkatkan pengawasan penerapan penggunaan Kantong Belanja Ramah Lingkungan [KBRL] di 2.194 lokasi selama Juli 2020. Lokasi pemantauan mencakup pusat perbelanjaan, pasar rakyat, dan toko swalayan, untuk memastikan tidak digunakannya lagi kantong kresek.
Kepala Dinas Lingkungan Hidup DKI Jakarta, Andono Warih mengatakan, temuan di bulan Juli dicatat dalam berita acara temuan untuk ditindaklanjuti dengan koreksi oleh pengelola di mana ditemukan pelanggaran.
Menurut Andono pada Agustus akan dilakukan inspeksi mendadak [Sidak] apabila kembali ditemukan pelanggaran di lokasi yang sama maka dijatuhkan sanksi adminitratif secara berjenjang. Mulai dari teguran tertulis hingga tiga kali, uang paksa bertahap hingga Rp25 juta, pembekuan izin, hingga pencabutan izin.
"Bulan pertama pengawasan. Data pelanggar sudah masuk ke database kami. Bulan ini kami sidak lagi sudah ada koreksi apa belum? Kalau belum, jatuh sanksi administratif teguran tertulis pertama," kata Andono di Jakarta, Jumat [7/8].
Dia menambahkan sanksi administratif hanya dibebankan kepada tiga subjek hukum yang diatur dalam beleid ini yaitu, pengelola pusat perbelanjaan, pengelola toko swalayan, dan pengelola pasar rakyat. Tidak ada sanksi yang menyasar konsumen atau pembeli.
"Sanksi kepada pengelola pun lebih bernuasa pembinaan. Mekanisme pembinaan dan pengawasan akan dilakukan sebelum pengenaan sanksi. Sanksi pun diberikan secara bertahap," kata Andono.
Tujuan kebijakan, katanya, untuk memastikan Jakarta semakin bersahabat terhadap lingkungan hidup dan kegiatan-kegiatan di masyarakat tidak menghasilkan residu, karena tidak bisa didaur ulang.
"Selain sanksi, pemerintah juga memberikan peluang kepada pelaku usaha untuk mendapatkan insetif fiskal pada tahun depan atau satu tahun setelah Pergub mulai berlaku," tandas Andono.

"The punish is more about coaching before being sanctioned. Sanctions are given in stages," he explained.
It aimed at ensuring that Jakarta was becoming more environmentally friendly and that activities in the community did not produce residue, as it cannot be recycled.
"Besides sanctions, the government also gives opportunities for business actors to obtain fiscal incentives next year or one year after the gubernatorial regulation comes into effect," he stated.
