Kalimantan Utara Disetujui Jadi Provinsi

Jakarta - Komisi II DPR dan Kementerian Dalam Negeri (Kemendagri) menyepakati pembentukan Provinsi Kalimantan Utara. Disepakati pula pembentukan empat daerah otonomi khusus lainnya. Awalnya ada sembilan daerah otonomi khusus yang diusulkan Komisi II DPR ke Kemendagri.
Keempat daerah otonomi khusus, selain Propinsi Kalimantan Utara, yang disetujui pembentukannya adalah Kabupaten Pangandaran (Jawa Barat), Kabupaten Manokwari Selatan (Papua Barat), Kabupaten Pegunungan Arfak (Papua Barat), dan Kabupaten Pesisir Barat (Lampung).
"Dari usulan sembilan daerah otonom baru atau DOB. Lobi antara Komisi II, Mendagri dan DPD menyepakati lima DOB," kata Ketua Komisi II DPR Agun Gunandjar Sudarsa di gedung DPR di Jakarta, Senin (22/10).
Mendagri Gamawan Fauzi meminta penetapan DOB selanjutnya melibatkan pihak DPD RI. "Kami harapkan, pengambilan keputusan untuk pemekaran daerah tetap dapat melibatkan DPD RI, sebagai representasi daerah perwakilan rakyat daerah," ujarnya.
Gamawan juga menjelaskan, untuk daerah yang terbentuk tidak langsung memilih pemimpin daerah tapi ditunjuk penjabat sementara. Sebab DPRD baru dibentuk setelah Pemilu 2014 dan pemilihan kepala daerah setahun kemudian. "Ada masa tiga tahun persiapan," ujarnya.
Sisanya, tambah Agun, masih akan dibahas dalam masa sidang berikutnya adalah Musi Rawas Utara di Provinsi Sumatra Selatan, Mahakam Ulu di Provinsi Kalimantan Timur, Malaka di Provinsi Nusa Tengara Timur, dan Mamuju Tengah di Provinsi Sulawesi Barat.
Selain itu masih ada daerah lain yang belum mendapat persetujuan pemekaran. Daerah itu adalah Penukal Abab Lematang Ilir di Sumatera Selatan, Pulau Taliabu (Maluku Utara), Banggai Laut dan Morowali Utara (Sulawesi Tengah). Selain itu ada enam kabupaten di Sulawesi Tenggara yaitu Konawe Kepulauan, Kolaka Timur, Buton Selatan, Buton Tengah, Muna Barat, serta Kota Raha.
"Sementara untuk empat daerah lainnya yang diusulkan (Panja) dapat disahkan namun tidak dapat disetujui. Akan dilanjutkan pembahasannya dengan 10 DOB lainnya, Sehingga dalam penutuapan masa sidang pada 25 Oktober hasil keputusan ini akan dibacakan dalam sidang paripurna tersebut" lanjut Agun.
Jakarta - Commission II and the Ministry of Home Affairs (Kemendagri) have agreed on the establishment of the North Kalimantan province. It was also agreed on the establishment of four special autonomous regions. Initially there were nine proposed areas of special autonomy to Kemendagri Commission II.
The four areas of special autonomy, in addition to the North Kalimantan province, which have been approved of their formation are Pangandaran (West Java), South Manokwari (West Papua), Arfak Mountains District (West Papua), and the West Coast District (Lampung).
"Of the nine proposed new autonomous region or DOB, lobbying of Commission II, Ministry of Home Affairs, and the Council agreed on five DOB," said Chairman of Commission II Agun Gunandjar Sudarsa in Parliament Jakarta, Monday.
Home Affairs Minister Gamawan Fauzi requested the appointed DOB further involving DPD (regional representative’s council). "We expect the decision to expand the region may involve DPD RI, representing the local people," he said.
Gamawan also explained, newly appointed areas may not directly elect local leaders but are given temporary executors, because the new parliament would only have formed after the elections in 2014 and local elections a year later. "There is a period of three years of preparation," he said.
The rest, added Agun, is still subject for discussion during the next session of the North Musi Rawas in South Sumatra province, Mahakam Ulu in East Kalimantan Province, Malaka in the province of East Nusa and Central Mamuju in West Sulawesi province.
In addition, there are other areas that have not been approved for expansion. These areas are Penukal Abab Lematang Ilir in South Sumatra, Taliabu Island (North Maluku), Banggai Sea, and North Morowali (Central Sulawesi). There are additionally six districts in South Sulawesi namely Konawe Islands, East Kolaka, Buton, South Central Buton, Muna West, as well as the City of Raha.
"As for the four other areas were that were proposed (by the Committee) can be validated but not approved. It will continue to be discussed along with 10 other DOB, which thus in the closing duration of the trial on October 25 the results of this decision will be announced in the plenary session," continued Agun.
