Bogor, Jabar (B2B) - Direktorat Jendral Prasarana dan Sarana Pertanian - Ditjen PSP terus berupaya mengoptimalkan pemanfaatan bantuan alat mesin pertanian (Alsintan) dari Kementerian Pertanian RI kepada kelompok tani (poktan/gapoktan), dengan meng-install global positioning system - GPS Tracking System. Perangkat pelacak yang memantau real time Alsintan di seluruh Indonesia sesuai nomor registrasi dan alokasi wilayah penempatan Alsintan.
Direktur Jendral PSP, Pending Dadih Permana mengatakan GPS Tracking System untuk Alsintan bertujuan memantau Alsintan sebagai ´barang modal´ yang harus dikonsolidasi pemanfaatannya, dan dioperasikan sebagai brigade Alsintan dan dapat berkembang sebagai modal usaha untuk mengembangkan usaha pelayanan jasa Alsintan (UPJA).
"Ke depan, proses pengadaan semua Alsintan yang disalurkan ke Poktan dan Gapoktan akan dilengkapi GPS Tracking System. Saat ini kita siapkan dashboard untuk monitor traktor roda empat dan excavator kepada pihak ketiga untuk menyiapkan hardware dan software-nya. Traktor roda dua juga kita coba install aplikasi serupa," kata Dirjen Pending DP kepada pers usai membuka Rapat Koordinasi dan Sinkronisasi di Bogor, Rabu (23/1).
Menurutnya, GPS Tracking System akan bekerja sesuai nomor registrasi dan alokasi wilayah yang dicatat software, misalnya ke Sumatera Selatan akan terpantau dari nomor urut sesuai jumlah alokasi Alsintan. Kemudian terpantau kinerjanya setiap waktu secara real time.
"Dari nomor registrasi akan terpantau kinerja. Mati atau hidup mesinnya. Kalau pun Alsintan hidup apakah stasioner atau dipakai bekerja. Juga terpantau berapa luas pemanfaatan untuk olah tanah, olah tanam, pemupukan hingga panen. Luasan lahan juga terpantau karena ada rumus untuk kinerja tiap Alsintan, kita hitung dari jam kerja dan faktor koreksi, karena ada rumusnya. Misalnya, satu jam TR4 bekerja di Sumsel tentu berbeda kalau dipakai di Jawa," kata Dirjen Pending DP yang akrab disapa Pak Dadih.
Dia menambahkan, Ditjen PSP telah menetapkan kapasitas kinerja Alsintan per hari yakni traktor roda dua (TR2) sekitar 0,3 hektar; traktor roda empat (TR4) seluas dua hektar; combine harvester kecil atau CHK 0,6 hektar; CH ukuran sedang 1,2 hektar; dan CH besar seluas dua hektar.
Sebelumnya diberitakan, Pemerintah RI melalui Kementan telah menyalurkan bantuan Alsintan sebanyak 423.197 unit seperti dilansir pada laporan ´4 Tahun Kerja #PertanianKita Prestasi Bangsa´ sejak 2014 sebanyak 23.401 unit, meningkat tiga kali lipat pada 2015 menjadi 62.744 unit, ditambah hampir tiga kali lipat sebanyak 174.487 unit (2016); kemudian 92.256 unit (2017); dan 70.309 (2018).
Bogor of West Java (B2B) - Indonesia´s Directorate General of Agricultural Infrastructure and Facilities or Ditjen PSP seeks to optimize the utilization of agricultural machinery assistance or the Alsintan from Indonesian Agriculture Ministry to farmer groups by installing the global positioning system - GPS Tracking System. Tracking devices to monitor Alsintan´s real time across the country according to registration number and allocation of Alsintan´s placement area.
Director General of PSP, Pending Dadih Permana said that Alsintan´s GPS Tracking System aims to monitor as ´capital goods´ which must be consolidated, and operated as an agricultural machinery brigade and development as business capital or rental business.
"In the future, the procurement process for farmers will be equipped with a GPS Tracking System. We are now preparing a dashboard to monitor four-wheel tractors and excavators through third parties, who will prepare the hardware and software," Permana told the press after after opened the coordination meeting here on Wednesday (January 23).
According to him, the GPS Tracking System will work according to the registration number and area allocation recorded by the software, for example to the South Sumatra province will be monitored by serial number according to number of Alsintan allocations then the performance is monitored in real time.
"The registration number will monitor performance. The machine is on or off. If the engine is on whether it is used to work or stationary. Also monitored how extensive the utilization for tillage, cultivation, cultivation, until harvesting. Land area is also monitored because there is a formula for each Alsintan´s performance, we count from working hours because there is an operating formula," Permana said.
He added, Ditjen PSP has set the capacity of Alsintan´s performance per day, for two-wheeled tractor engines around 0.3 hectares; four-wheeled tractor at least two hectares; small combine harvester minimum of 0.6 hectares; medium size 1.2 hectares; and the big minimum two hectares.
Previously reported, the government through the ministry had given Alsintan nearly 423,197 units to farmers since 2014 as many as 23,401 units, increased three-fold in 2015 to 62 744 units, nearly tripled by 174,487 units (2016); then 92,256 units (2017); and 70,309 units (2018).
