Jakarta (B2B) - Program asuransi pertanian berlaku efektif mulai 2015 dan memprioritaskan untuk petani pemilik lahan pertanian padi yang gagal panen, khususnya lahan tanaman pangan seperti beras yang merupakan makanan pokok rakyat Indonesia.
"Proses implementasi program asuransi itu masih berkisar di penyusunan mekanisme mengenai pergantian klaim bagi para petani. Meskipun pemerintah melalui Kementerian Pertanian telah melakukan uji coba di Jawa Barat, Jawa Timur dan Sumatera Selatan," kata Menteri Pertanian Suswono kepada pers di Jakarta, Selasa (4/3).
Menurut Suswono, uji coba asuransi pertanian di tiga provinsi tersebut melibatkan PT Jasindo dan PT Pupuk Indonesia dengan total luas lahan sekitar 3 ribu hektar.
"Kami masih mengkaji, dan menyusun tentang mekanisme ini, agar perusahaan asuransi tidak rugi dan petani mendapatkan manfaatnya. Hal ini sesuai amanat undang-undang," ujar Suswono.
Undang-undang yang dimaksud Suswono adalah
UU Perlindungan dan Pemberdayaan Petani Pasal 33 yang mengamanatkan pemerintah memberikan premi asuransi kepada petani.
Pada 2013, program asuransi pertanian ini mengemuka dan diupayakan Kementan untuk masuk dalam APBN. Saat itu, menurut Direktorat Jenderal Prasarana dan Sarana Pertanian Kementan, kriteria yang ditetapkan untuk asuransi pertanian yakni petani yang maksimal lahannya seluas dua hektar dengan tingkat Puso atau gagal panen seluas 75%.

“The implementation process has reached the phase of drafting on mechanism on claim for farmers, despite the government has tested it (by Ministry of Agriculture) in West Java, Central Java, and South Sumatra,” said Minister of Agriculture, Suswono, to press in Jakarta, Tuesday (4/3).
According to Suswono, the trial of insurance in those three provinces only involved PT Jasindo and PT Pupuk Indonesia, with a total land of 3,000 hectares.
“We still review and formulate this mechanism so that the insurance company would not suffer from loss and farmers would benefit from it, according to the regulation,” he said.
The regulation spoken of is Regulation on Protection and Farmer Empowerment article 33 which states that the government provides insurance premium for farmers.
In 2013, this issue was in the spotlight and the Ministry tried to include it in State Budget and Expenditure. At that moment, according to Directorate General of Agriculture Facility and Equipment, the criteria set for agriculture insurance are farmers with minimum land of 2 hectares and 75% of crop failure.
