Bogor, Jabar (B2B) - Kementerian Pertanian RI tahun ini menargetkan sejuta hektar lahan yang terdaftar dalam program Asuransi Usaha Tani Padu (AUTP) dan 120 ribu ekor sapi yang terdaftar dalam Asuransi Usaha Ternak Sapi (AUTS), hal itu diantisipasi Direktorat Jenderal Prasarana dan Sarana Pertanian - Ditjen PSP didukung perusahaan asuransi PT Jasindo, dengan meluncurkan aplikasi Sistem Informasi Asuransi Pertanian disingkat SIAP.
Direktur Jenderal PSP Pending Dadih Permana mengatakan bahwa aplikasi SIAP dikembangkan Kementan untuk mendukung digitalisasi layanan AUTP dan AUTS dengan aplikasi Android yang didesain secara sederhana dan simpel, agar mudah digunakan oleh petani untuk proses administrasi dan pembayaran premi asuransi pertanian.
"Kementan berharap program aplikasi SIAP didukung sosialisasi oleh personel Ditjen PSP Kementan, dari pihak Jasindo dan dinas pertanian di seluruh Indonesia sehingga memudahkan petani untuk mendaftar, mengurus administrasi hingga membayar premi," kata Dirjen Pending PD pada peluncuran aplikasi SIAP usai membuka Rapat Koordinasi dan Sinkronisasi (Rakorsin) Ditjen PSP di Bogor, Rabu (23/1).
Dirjen Pending DP meluncurkan aplikasi SIAP didampingi Sekretaris Ditjen PSP Mulyadi Hendiawan; Direktur Perluasan dan Perlindungan Lahan, Indah Megawati; Direktur Irigasi Pertanian, Rahmanto; Direktur Pembiayaan Pertanian, Sri Kuntarsih; Direktur Alat Mesin Pertanian, Andi Nur Alamsyah; dan Direktur Pupuk dan Pestisida, Muhrizal Sarwani.
Dirjen PSP menambahkan penggunaan aplikasi IT sangat penting untuk pendaftaran peserta, khususnya tertib administrasi dan transparansi kepersetaan petani mengikuti AUTP dan AUTS.
"Proses pendaftaran akan semakin cepat, mudah, tertib dan terkontrol. Semua pihak yang terlibat bisa memantau langsung progress tiap peserta asuransi tani, begitu pula dengan petani misalnya terkait premi dan lain-lain," katanya kepada pers didampingi Aster Kasad Mayjen TNI Supartodi dan Mulyadi H.
Setelah peluncuran SIAP, tim IT dari Jasindo melakukan uji coba dengan pejabat dinas pertanian Bogor dan Jawa Barat. Para petani dari kelompok tani Harapan Jaya di Kecamatan Cileungsi, Kabupaten Bogor, Jawa Barat menjadi peserta AUTP dan AUTS via aplikasi SIAP.
Sri Kuntarsih menambahkan untuk tahap awal, aplikasi SIAP akan menyasar para petani dan peternak di Provinsi Jawa Barat, melalui koordinasi dengan dinas pertanian provinsi/kabupaten/kota beserta penyuluh pertanian melalui pelatihan training off trainer (TOT).
“Tugas pemerintah adalah terus melakukan sosialisasi dan sebagainya. Dengan aplikasi SIAP, kami harapkan petani ikut asuransi secara mandiri. Pemerintah akan terus mendorong karena masih banyak petani yang belum tumbuh kesadarannya untuk ikut asuransi,” kata Sri Kuntarsih.

The Director General of Agricultural Infrastructure and Facilities, Pending Dadih Permana said that the SIAP application was developed to support digitalization of agricultural insurance services with an Android app that is designed in a simple way so that it is easy for farmers to use for administrative processes and insurance premium payments.
"The ministry hopes that the SIAP app program will be supported with socialization by Ditjen PSP personnel, Jasindo marketing and agricultural service offices across the country, making it easier for farmers to register, administrative processes to pay premiums," said Permana at the launched of SIAP application after opened the coordination meeting here on Wednesday (January 23).
Permana said the use of IT app is very important for registration of insurance participants, especially for orderly administration and transparency of farmer insurance participation.
"The registration process will be faster, easier, orderly and monitored. All parties involved can directly monitor the progress of each farmer insurance participant, as well as farmers for example related premiums and others," he told the press.
After the launched of SIAP, the IT team of Jasindo conducted a trial with Bogor and West Java agricultural service officials. Farmers of the Harapan Jaya farmer group in Cileungsi subdistrict, Bogor regency of West Java province became agricultural insurance participants via the SIAP app.
Sri Kuntarsih said for the initial phase, the SIAP app would target farmers and breeders in West Java province, through coordination with the provincial/district/city agricultural office and agricultural extensionist through the training off trainer or the TOT.
"The government´s duty is to socialize agricultural insurance services. The SIAP app, we expect farmers to take part in insurance independently. We will invite farmers, because there are still many who do not know the benefits of agricultural insurance," said Kuntarsih.
